The Town & Country Planning Unit of Andaman Public Works Department (APWD), A & N Admin provides Clearance of "Planning Permission" for construction of Buildings /Approval of Layouts in A & N Islands.

  • Two types of permission / approvals are required to be obtained by the Owner of the Building from TCP/ unit/ Localbody for Constructing a Building as below :
      1. Planning Permission.
      2. Approval of Layout.
      3. Approval of Layout.
  • The application forms shall be submitted to the Authorized Officers i.e.Secretary PBMC,Panchayat Secretaries of concerned Gram Panchayats
  • The entrepreneur has to submit the application form to the PBMC/Gram Panchayats concerned.
  • The Application Form should be accompanied by copy of the Fees which have to be paid by the Builder as Demand Draft, as indicated below
  • The TCP office will check the application form for Correctness and Completeness and verify the Supporting Documents and inform Owner about the Acceptance / Rejection along with proposed Date of inspection.
  • The staff of the TCP will inspect building and Convey deficiencies and deviations which require change / improvement to be done by the Owner of the building, in accordance with the Guidelines of TCP.
  • If the premises does not fully meet the requirements as prescribed by the department, the Application will be rejected by TCP Department and Reasons of Rejection of application will be conveyed by the department .
  • If premises meets all requirements as prescribed by the department, the Planning Permission and Approval of layouts will be issued by the TCP to the Building Owner, through the authorized officer as per the Timelines prescribed by the department and there after the Approval for building will be issued by local bodies.
  • Requisite fee as per A&N Island Town & Country Planning Rules – 2005 for Planning Permission shall be paid by Owner to TCP by way of Demand Draft drawn in favour or “The EO to Chief Engineer, CE’s Officer, APWD, Port Blair”. The fee details for Planning Permission are given below:

  • Others - Include Institutional, Recreational, and Public & Semi Public, Parks and Open Spaces and Agriculture related uses.
  • If the Building location falls under CRZ/CMZ, the applicant shall submit clearance form Environment and Forest Department.
  • If the Building location falls in the vicinity of Aerodrome, the applicant shall submit 'No Objection Certificate' (NOC) from Airport Authority of India.
  • Once the Clearances are provided by the TCP to Building Owner for a constructed Building, the Building should not be changed in way relating to Structure, Floors, Roofing type, etc., without prior approval of TCP. Failure to do so would invite penal actions as per rules.

The entrepreneur has to submit all applications for Planning Permission and the approval of Building Plan to the local bodies. Only after granting of Planning Permission Approval of Building Plan will be issued.

The issue of Planning Permission and Approval of Building Plan is delegated to the local bodies viz, PBMC & Gram Panchayats for construction of buildings on plots having area up to 500 sqm and for development of layout not exceeding 8 plots in number with total extent of layout not exceeding 1000 sqm.

The Planning permission for Construction of building an plots exceeding 500 sqm and development of layout with plots exceeding 8 in number with total area of layout exceeding 1000 sqm in extent will be issued by the Port Blair Planning and Development Authority (PBPDA).

The following Plans and Statement (items 1 to 4 in quadruplicate) have to be signed by the Owner and Town Planner / Architect / Civil Engineer / Consultant) who will supervise the development, and a copy each of statement/documents (as applicable) and should be submitted to the TCP office.

30 Days from Date of Receipt of Application, subject to condition that the application form is complete and correct, all required supporting documents are enclosed and satisfactory observations of Revenue authorities on physical inspection of the site.

The Planning Permission is valid for 3 years and in case of lapse of more than 3 years the entrepreneur shall have to apply afresh.

The Town and Country Planning Department , APWD, A & N Admin will issue the Planning Permission.

a) The Master Plan for PBPA has come to the operation w.e.f 1st March, 2012 and Planning Permission shall have to be obtained for any new development including addition/alteration/modification of the existing building.

b) The Master Plan for Havelock & Neil Islands has come to the operation w.e.f 6thFebruary, 2015 and Planning Permission shall have to be obtained for any new development including addition/alteration/modification of the existing building.

c) Before submission of the application for the Planning Permission, the particular plot shall be converted for the respective purpose and sub-divided under LR&LRR, 1968.

d) In case, any Buildingexists at the site, the same shall be depicted in layout plan. In case,such building is to be dismantled for construction of new building, an undertaking to this effect may have to be submitted.

e) In case the Stilt floor is proposed in the building to accommodate the parking necessary bracing of the columns shall be shown as per structural design for stability.

f) If the area falls under CRZ/CMZ, the applicant shall submit clearance from Environment & Forest Department. Subsequently, it was decided in the meeting held under the Chairmanship of the Chief Secretary, A&N Administration on 15/10/2015 that the Town & Country Planning Unit, APWD may clear the Planning Permission and Approval of Building Plan in rural areas without waiting for CRZ clearance. However, before taking up of construction the applicant shall have to obtained the CRZ/CMZ clearance.

g) In case the plot falls in the vicinity of Aerodrome, the applicant shall submit No Objection Certificate (NOC) from Andaman Nicobar Command.
