About the Clearances

The PBMC, A & N Admin provides the following "Clearances" for Enterprises proposed to be established / already functioning in municipal limits of Port Blair only. If the enterprise is set up in a location outside the municipal limits of PBMC, the Entrepreneur should approach the Andaman Public Works Department (APWD), A & N Admin to get the "Clearances".

  1. Planning Permission.

Steps to obtain Planning Permission from PBMC :

  • The PBMC, A & N Admin issues Planning Permission to entrepreneurs who propose to establish an Enterprise in A & N Islands.
  • The entrepreneur / representative has to submit the Application in Physical Form in person at office of PBMC. Port Blair. along with list of Supporting documents for the Enterprise.
  • The PBMC will forward the submitted Application form to Concerned Building Inspector depending on Location of Enterprise in Port Blair and the Area of Jurisdiction.
  • The concerned Inspector will carry out Inspection on Site at Enterprise to verify that all arrangements as required by PBMC to accord Planning Permission are set up by entrepreneur in Enterprise premises. The entrepreneur should therefore ensure that Check List of critical Activities / Arrangements to be set up in Enterprise are met before the inspection, failing which Planning Permission will not be issued by PBMC within the timelines prescribed.
  • If all Arrangements as required by PBMC are set up in enterprise as noted during Inspection by Building Inspector, the PBMC will issue the Planning Permission in prescribed format as per Time lines prescribed.

The entrepreneur / representative has to submit the Application in Physical Form in person at office of Building Cell, PBMC, Port Blair.

  • Application submitted without above complete set of documents will be treated as incomplete and a deficiency notice will be issued to Entrepreneur to submit the requested documents. If the requested documents as required are not submitted within prescribed period as per deficiency notice, then the building plan will be rejected and communicated to Entrepreneur.

    Presently, User charges are levied by PBMC to provide Planning Permission, as below :

    • Cost of Application Form for Planning Permission : Rs 10/-
    • Cost of Charges of PBMC to provide Planning Permission depend on the Type of Building housing the Enterprise and it's Area, as below :

    The Planning Permission will be issued by PBMC to the entrepreneur as per the Citizen charter. The details are given below :

    • Enquiry : All working days 10.00 a.m to 12.00 noon.
    • Issue of Application forms at single window counter : All working days between 10.00 a.m to 12.00 noon and 2.00 p.m to 4.30 pm.
    • Acknowledgement on Submitting the application : On the spot at Building cell of PBMC.
    • Communication of deficiencies : Within 30 days.
    • All inquires including advise on deficiencies in applications documents will be attended across the table at building cell : Between 1.00 a.m to 12.00 noon on working days.
    • Challan for fees/other charges will be issued by Head Clerk, Tax Section : Between 10.00 am to 12.00 noon on working days.
    • Final decision on applications for sanction of building plans : Within 60 days after submission of Building plan.
    • Communication of decision on revalidation of buildings plans : Within 30 days.
    • Communication decision on completion certificate/plans : Within 30 days.
    • The Clearance of Building Permission given by PBMC for a Building is valid as long as Building is not changed by way of Structure, Floors, additional rooms, Partitions etc.,
    • If any change is to be made in the building as above in any way, Building owner / tenant should Submit Application Form to PBMC and get Building Permission, as is done for new Buildings to be / being constructed.
