CITIZEN CHARTER IN RESPECT OF ALHW

VISION

"Improve living standards of the people of Andaman & Nicobar and Lakshadweep group of islands by providing cost effective and sustainable facilities for better maritime transport network"

MISSION

  • Sustainable development of port & harbour infrastructure in different islands to provide better connectivity.
  • Provide safe berth/harbour for uninterrupted maritime transport.
  • Provide facilities for easy cargo & passenger movement at ports.
  • Provide adequate ship maintenance facilities in A & N islands.
  • Striving to achieve excellence in quality of facilities and services to stake holders.

FUNCTIONS 

  • Assessment of shipping infrastructure requirement in different islands based on available resources, demand, eco-sensitivity and possibility of development.
  • Providing basic port infrastructure in all inhabited islands in consultation with respective union territory administrations.
  • Creation of artificial harbours in islands not having naturally protected basins/bays.
  • Construction and maintenance of ship repair facilities (Dry docks & Slipways).
  • Conducting various geotechnical, hydrodynamic, environmental, socio-economic studies involving premier institutions/organizations while formulating project details.
  • Efficient operation of port machineries for cargo & passenger services.
  • Effective maintenance of created infrastructure by optimum utilization of available funds.
  • Effective supervision & monitoring of project activities and reporting to ministry & union territory Administrations.

STAKEHOLDERS

In Andaman-Nicobar and Lakshadweep islands, port & harbour infrastructure are created and maintained by Andaman Lakshadweep Harbour Works (ALHW) but facilities are operated (utilization is regulated)by respective UT Administrations. In this Way the direct & indirect stake holders concerned with activities of ALHW are:

  • Andaman Nicobar Administration & Lakshadweep Administration.
  • Port users of Andaman –Nicobar and Lakshadweep islands including shippers, Crue members,traders,passengers,port visitors, domestic and foreign tourists,transporters,automobile drivers etc.
  • Contractors/agencies involved in providing various services in design, construction, operation and maintenance of the port structures.
  • Shipping agencies(Shipping Corporation of India Ltd, Private Shippers Association etc)
  • Directorate of Shipping Services, A & N Admn and Port Depatment, Lakshadweep Admn.
  • Citizen of India Having Concern with port activities in these islands.

STANDARD OF SERVICES PROVIDED

NOTE:

i. Any paper/bill etc shall be processed within time limit specified above. Reviewing authority will review the status/progress on 2nd and 4th Friday of each month and take corrective and preventive actions to adhere to the schedule.

ii. Circle officers shall furnish to CE&A the list of bills pending for more than 30 days along with technical/financial difficulty.

iii. All papers shall be dealt First in- First out basis.

iv. Any matter which reviewing officer find difficult to address at this level, shall be brought to the notice of Chief Engineer & Administrator.

In case of any grievance following officers may be contacted according to he area of their jurisdiction. Alternatively any suggestion/grievance/feedback may be provided on line.
