REGARDING ENLISTMENT OF CONTRACTOR IN ALHW

1. How To get Enlisted:-

Application has to be obtained  from the circle offices and filled application has to be submitted to the concerned circle of the corresponding region to which the contractor wants to execute the work.

Class Qualified to Tender For works Upto

Rs. 500 lakhs

‘B’

Rs. 100 lakhs

'C’

Rs. 40 lakhs

'D’

Rs. 15 lakhs

‘E’

Rs. 05 lakhs

 

2.2  The Enlistment of contractors of Electrical works in Andaman Lakshadweep Harbour Works will be done in the following classess: -  

Class Qualified to Tender For works Upto

'A’

Rs. 500 lakhs

‘B’

Rs. 20 lakhs

'C’

Rs. 7.5 lakhs

'D’

Rs. 03 lakhs

‘E’

Rs. 01 lakhs

 

2.3 Contractor enlisted under Class A & B will be for the entire ALHW  Organization,  where as contractors enlisted under C, D, E & F will be either for ALHW, Andaman & Nicobar Islands or for ALHW, Lakshadweep Islands.
   
2.4 Enlistment of contractor in all classes A to F will be done by the Chief Engineer & Administrator, Port Blair.  

3. Employment of Technical Staff by Contractor: - 

3.1 Enlistment contractor will be required to employ technical staff whenever they execute civil works for this department as under: -

(i)

For Class 'A' Contractor

Preferably Two qualified Graduate Engineer in the appropriate Category with minimum experience 3 years & One Diploma Holder of appropriate with 5 years experience.

(ii)

For Class 'B' Contractor

Preferably One qualified Graduate Engineer in the appropriate Category with minimum experience 3 years & One Diploma Holder of appropriate with 3 years experience

(iii) For Class 'C' Contractor Preferably One qualified Graduate Engineer in the appropriate Category with minimum experience 3 years.
(iv) For Class 'D' Contractor Preferably One Diploma Holders in 

 
3.2 Contractors will be required to submit appointment letter, acceptance of appointment, EPF Account Number of the engineers employee in his organization.
 

4. Security Deposit:-
   
4.1 Security deposit at the rate of 10 percent of the cost of work put to tender will be deducted from the Contractors bill in accordance to the relevant rules  of C.P.W.D Works manual-2006.
 
4.2 The Security deposit may be collected by deduction from the running bills of the contractor at the rates mentioned above and the earnest money deposited in cash at the time of tender should be converted as a part of the Security deposit.
 
4.3 The total Security deposit recoverable from a contractor including the amount of earnest money should not exceed the Security amount recoverable at the rates mentioned in paragraph 3.1(1) above.    


5. Earnest Money:-
 
5.1 Successful contractors shall be required to deposit earnest money with each tender in the following manner: -

(i)

For works estimated to cost upto Rs. 25 Crores.

2 % of the estimated cost put to tender.

(ii)

For works estimated to cost more than Rs. 25 Crores.

Rs. 50 Lakhs plus 1 % of the excess of estimated cost over Rs. 25 Crores.

 


6. Qualification Required For contractors:-
 
6.1 CLASS 'A'
   
(1) Contractor desiring enlistment in this class should have a permanent Engineering Organisation, capable of dealing with large works. They should have sufficient machinery and tools etc. at their disposal for which they should submit ownership details, year of purchase and present status. They should submit with their application full details about their Engineering Organisation.
 
(2) Firms desiring enlistment in this class should have satisfactorily executed three works of not less than  Rs. 60 lakhs each or more during the last five years. Out of these two works should be marine works.

6.2 CLASS 'B'
   
(1) Contractor desiring enlistment in this class should have a permanent Engineering Organisation, capable of dealing with large works. They should have sufficient machinery and tools etc. at their disposal for which they should submit details, year of purchase and present status. They should also submit their application full details about their Engineering Organisation.  
 
(2) a) Firms desiring enlistment in this class should have satisfactorily executed three works of Rs. 25 lakhs each or more during the last five years. Out of these two works should be marine works (for Civil & Mechanical Contractors).
   
b)   Firms desiring enlistment in electrical class should have satisfactorily executed three works of Rs. 05 lakhs each or more during the last five years. Out of these at least one work should be internal electrification of Bulidings.
 

6.3 CLASS 'C'
   
(1) Contractor desiring enlistment in this class should have a permanent Engineering Organisation, capable of dealing with large works. They should have sufficient machinery and tools etc. at their disposal for which they should submit details, year of purchase and present status. They should also submit their application full details about their Engineering Organisation.  
 
(2) a) Firms desiring enlistment in this class should have satisfactorily executed three works of Rs. 10 lakhs each or more during the last five years. Out of these atleast one works should be marine works (for Civil & Mechanical Contractors).  
   
b) Firms desiring enlistment in electrical class should have satisfactorily executed three works of Rs. 02 lakhs each or more during the last five years. Out of which at least one work should be internal electrification of Bulidings.
 

6.4 CLASS 'D'
(1) a)Contractor desiring enlistment in this class should have executed three works for not less than Rs. 3.00 lakhs(for Civil & Mechanical contractors).
   
b)Contractor desiring enlistment in electrical class should have executed three works for not less than Rs. 0.75 lakhs. Out of which at least one work should be internal electrification of Bulidings.

6.5 CLASS 'E'
(1) a)Firms desiring enlistment in this class should have satisfactorily executed three works of Rs. 1.00 lakhs or more during the last five years.   
   
b)Contractor desiring enlistment in electrical class should have executed two works for not less than Rs. 0.30 lakhs or one work of Rs. 0.60 lakhs or more.
 

6.6 CLASS 'F'
(1)  Firms desiring enlistment in this class should have satisfactorily executed two works of Rs. 0.50 lakhs or more during the last five years or one work of Rs. 1.00 lakhs or more (for Civil and Mechanical Works).
 

7. General:-
 
7.1 All the contractors are required to apply to the Income – Tex Officers of the area in which they are assessed for grant of Income Tax Clearance Certificate in the month of May every year.  
 
7.2 The contractors will be required to certify that they will not get themselves registered under more than one name.  
   
7.3 No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in the Engineering Departments of the Government of India is allowed to work in ALHW either as contractor or as employee of a contractor for a period of two years of his retirement from Government service without the prior permission of Government of India. If subsequently, either the contractor or any of his employee is found any time to be such person who had not obtained the permission of Government of India as aforesaid his name is liable to be removed from the list of approval contractor.  
   
7.4 Contractors who are near relative of Divisional Accountant or Engineering Officers between the grades of D.C.E. & Assistant Engineer of ALHW (both inclusive) will not be allowed to tender for works in the circle (responsible for award & execution of contract) where their near relative is working.
   
7.5 A near relative will include wife, husband, parents, children & grand children, brothers & sisters, uncles, aunts and cousins and their corresponding in – laws.  
   
7.6 The list of approved contractors will be reviewed periodically with a view to recommend the weeding out of contractors guile of mal – practice or otherwise unsuitable.  
   
7.7 The enlisted contractors are required to put in competitive tender for the works in the department. In case they fail to do so during the period of three consecutive years, the contractors are liable to be weeded out from the approved list of contractors of this department.  
   
7.8 They should also intimate the change in their permanent address, if any, in future. In case they fail to intimate such changes to the department, their name will be removed from the approved list of contractors.  
   
7.9 The contractor / firm shall not enter into any fresh partnership without the prior knowledge of the department, such proposal if any, shall be submitted in advance giving full details of the intending partnership / Sole-proprietorship along with the draft partnership deed affidavit. Any departure from this will render the contractor / firm liable to be removed from the approved list of contractors of the Department.  
   
7.10  All contractors who desire to be enlisted in ALHW Department should submit their application for enlistment in Performa ‘A’ through the concerned Circle Officer’s who in turn will forward the same to the concerned Registering Authority.  
   
7.11  All contractors should also enclose their Solvency Certificated as in Performa – ‘B’, along with their application for enlistment.  
   
7.12  More over issue of enlistment application form does not entitle the applicant for registration automatically.
