A & N State Sports Council


Andaman & Nicobar State Sports Council

There shall be a Council of Sports for the Union Territory of the Andaman and Nicobar Islands (hereinafter referred to as the ‘Islands’) which shall be called the Andaman and Nicobar Islands State Sports Council (hereinafter referred to as the ‘State Sports Council’).  The headquarters of the State Sports Council shall be at Port Blair.

The State Sports Council has been constituted by the Hon’ble Lt. Governor, A&N Islands. Under the State Sports Council, there are, at present nine Regional Sports Councils, these are at Port Blair, South Andaman (Rural); Rangat; Mayabunder; Diglipur; Little Andaman; Car Nicobar, Nancowry and Campbell Bay. The State Sports Council gets grant-in-aid from the A&N Administration to run its activities. The function of the State Sports Council are –

  1. To recognize the Sports Organization / Association
  2. Advice the recognized sports organizations / associations and act as coordinating agency amongst them.
  3. Advice the Government in all matters concerning Sports and Games including matters relating to financial assistance to the Sports Organisations.
  4. Organise Regional Sports Council and to assist them to promote Sports and Games activities at Grassroots level.
  5. To act as liaison between the State Level Sports Associations/ Institutions and the U.T. Administration.
  6. To grant financial assistance out of the fund of the Council to the Associations or to recommend to the U.T. Administration regarding grant to be given to the State Level Associations.
  7. To extend financial assistance to needy sports persons i.e. for treatment of injuries, joining National Coaching Camps etc. or to recommend such cases to the A&N Administration for consideration.

Aims and Objects

The State Sports Council shall organise and promote Sports and Games in the Islands and regulate all matters connected therewith.

Constitution

  1. The State Sports Council shall consist of –
    • A President, Vice-President, General Secretary, Joint Secretary and a Treasurer who shall be nominated by the Chief Commissioner / Lt. Governor.
    • Seven Official members to be nominated by the Chief Commissioner to represent the Govt. Departments.
    • One representative from each of the Regional Sports Council affiliated to the State Sports Council;
    • Not more than five other members which may be include two Sportsperson of National and International repute.
    • Five members from amongst the State Level Sports Association to be nominated by the Lt. Governor.

         Provided that the First State Sports Council shall, until such times the representatives of the Regional Sports Council are sponsored consist only of the nominated members.

  2. The Powers and functions of the office bearers shall be as follows:-
    • PRESIDENT:
      • He shall preside on all meetings of the State Sports Council and regulate the proceedings thereat.
      • He shall control and guide all activities of the State Sports Council.
      • He shall have power to sanction expenditure upto Rs.200/- at a time per item of expenditure sanctioned in the budget.
    • VICE– PRESIDENT:
      • He shall preside on all meetings whenever the President is absent, and regulate the proceedings thereat;
      • He shall exercise all or any powers delegated to him and perform the functions of the President to the extent he is so authorized.
    • GENERAL SECRETARY:
      • He shall ordinarily conduct all correspondence of the State Sports Council.  He shall be responsible for convening the meetings of the State Sports Council and for issuing the notices, invitations etc.
      • He shall maintain proper record of the meetings of the State Sports Council and the decisions taken
      • He shall have power to sanction expenditure upto Rs.100/- at a time per item of expenditure sanctioned in the budget
      • He shall have general supervision of the Account and pass all bills for payment
      • He shall be the Executive Authority of the State Sports Council in the fulfillment of its aims and objects.
    • JOINT SECRETARY:

      He shall exercise the power and perform the functions of the Secretary to the extend he is so authorized by the Secretary, and in the latter’s absence.

    • TREASURER:
      • He shall be responsible for the safe custody and maintenance of all the moveable and immoveable properties of the State Sports Council
      • He shall maintain and render proper accounts and prepare the annual budget
      • He shall issue all bills and / or receipts under his signature .

Terms of Office

The State Sports Council shall hold office for a period of one year from the date of its constitution, unless otherwise directed by the Chief Commissioner.

Powers and Functions of the State Sports Council

The State Sports Council shall exercise the powers and perform the functions specified below –

  1. Recognise such existing sports organization and may seek affiliation and organize new ones.
  2. Advise the recognized sports orgnisations and act as the coordinating agency amongst them.
  3. Advise the Govt. in all matters concerning Sports and games, including matters relating to the financial assistance to sports organizations.
  4. Acquire and dispose of property both moveable and immoveable.
  5. Set up adhoc committees for such purposes as it may deem necessary in furtherance of its decisions.
  6. Receive and collect funds and held the same for the due fulfillment of the aims and objects set out in article 2.
  7. Organise Regional Sports Councils and affiliate the same to itself as per the rules to be framed for their purpose.
  8. Frame rules or bye-laws to regulate its procedure in all or any matters not specifically provided in these articles including such matters as the disbursement of funds, the conduct and discipline of players and the prescribing of fees for services rendered.
  9. Take all such steps as may be necessary from time to time to further the aims and objects set out in Articles 2.

Meetings

The State Sports Council shall ordinarily meet at least once in every three months   pace and on a date to be fixed by the President.  A special meeting of the State Sports Council may be called at any time to discuss any matter of urgency or importance either at the instance of the President or on a requisition in writing of not less than one third of the members of the State Sports Council.

Funds of the State Sports Council

The Funds of the State Sports Council shall be derived from –

  1. Affiliation fees and capitation fees.
  2. Grants-in-aid by govt.
  3. Donations
  4. Such other sources as may be approved by the State Sports Council.
   

Drawl of Funds

The funds of the State Sports Council shall be kept in a scheduled Bank or in a Post Office Savings Bank, and shall be operated jointly by the Secretary and the Treasurer.

Vacancies

Any vacancy in the State Sports Council caused by resignation, removal or death or otherwise shall be filled in the manner of the vacating member and such a member shall hold office for the unexpired portion of the terms of the vacating member.

Regional Sports Council

There shall be Regional Sports Councils, one each for such region as may be determined by the State Sports Council.  A Regional Sports Council shall seek affiliation to the State Sports Council as per the rules framed for the purpose.

Constitution of the Regional Sports Council

Every Regional Sports Council shall consist of –

  1. A Chairman who shall be nominated by the State Sports Council.
  2. Four elected representatives of the Clubs affiliated to the Regional Sports Council.
  3. Two members to be nominated by the State Sports Council.

Provided that the first Regional Sports Council shall until such time as the representatives of the affiliated clubs are duly elected consist only of the nominated members.

Bye-laws of the Regional Council

  1. Regional Councils shall frame their own bye-laws to give effect to the aims and objects set out in article 2 and shall regulate its own proceedings.
  2. Such bye-laws may provide –
    • For the selection of office bearers, except the Chairman.
    • For the procedure of summoning meetings.
    • Discipline and conduct of the members and organizations affiliated to Regional Council.
    • Fees to be collected for affiliation to it.  Such affiliation fees shall not exceed Rs.15/- from each club or sports organization.
    • Any other supplementary or ancillary matter.
  3. The Bye-laws shall be imposed with the prior approval of the State Sports Council and shall be subject to such modifications which the State Sports Council may deem fit to make.  The approval of the State Sports Council shall be conveyed within a period of thirty days failing which the bye-laws shall be deemed to have been approved without any modification.

Interpretation

 All matters of doubt as to the interpretation of these articles shall be referred to the President whose decision thereon shall be final.

Amendment

An Amendment of these articles may be made by the State Sports Council by a majority vote of not less than 2/3rd of the total members, at a meeting attended by not less than 4/5th of the total members and approved of by the Chief Commissioner.
