Functions of Motor Vehicle Section
Introduction
The Motor Transport Department was set up in the year 1956 for providing public transport initially for the people of South Andaman Islands. The Motor Vehicle Department was earlier functioning under the control of A & N
Police Dept..
To implement the provisions of Motor Vehicle Act, 1988 and the Rules framed there under, a separate Motor Vehicle Department has been established by the Administration under the Directorate of Transport and started functioning from 01st October, 2007.

Functions
All the activities related to Registration of motor vehicle, issue of Learners Licenses & Driving Licenses, conducting fitness of motor vehicles, collection of Road Tax etc. are carried out in the MV Section under the Directorate of Transport at Port Blair. These functions are also carried out in the islands from Rangat in the Middle Andaman, Diglipur in the North Andaman and Campbell Bay in the Nicobars by the respective Regional Transport Officers. The prime objective of the department is to provide user friendly service to the citizens of the Union Territory of the Andaman & Nicobar Islands for which following steps have been adopted by the Motor Vehicle section.
- To further facilitate the general public approaching this office this section has introduced Flow-Chart depicting the Counters and procedures to be carried out.
- Multi purpose counters has been introduced to reduce waiting time in the queues. Road Tax for vehicles are collected and Token issued in five minutes.
- Learners Licence which has been computerized to bring transparency is also issued to the successful candidates on the same day.
- Fitness of vehicles are being carried out on day to day basis at Port Blair as well as out station islands of this UT. Inspection of new vehicles are being carried out at dealers point i.e. making the task easier for vehicle owners as vehicle owners need not bring their vehicles for inspection to the premises of the Registering Authority which saves the valuble time of the vehicle owners as well as reduce traffic congestion.
- The vehicles are registered on the same day of submission of file and registration mark is generated on the same day subject to submission of all requisite documents for registration.
- Driving test for Non-Transport vehicles and HGV are being conducted twice in a week and PSV test is conducted once in a week in Port Blair. Citizen Charter has been prepared and followed.
- As per directions of Hon’ble Supreme Court this department implemented Rule 50 of CMVR, 1989 i.e. affixation of High Security Registration plates (HSRP) on Motor Vehicles w.e.f. 11.01.2012 to bring uniformity, security features & maintenance of electronic record. 99% of vehicle in the UT have been affixed with HSRP, which is the highest in the country.
- Moving a step forward, Smart card based driving licence and Smart card based
Registration certificate was introduced w.e.f. 19.09.2013 and 15.09.2014
respectively in the UT of A & N Islands.
- To further streamline the process, the proposal for introduction of system for reservation of choice registration marks for motor vehicles to bring transparency as well as generate revenue for the Government was put forward and on approval the same has been successfully implemented w.e.f. 01.05.2014 and has generated good response as well as revenue.
